Institute of Higher Education, Beijing Foreign Studies University

The Institute of Higher Education (hereinafter referred to as "the Institute") of Beijing Foreign Studies University (BFSU) is a university-level non-physical research institution. Originally affiliated with BFSU's Comprehensive Reform Office, it has been attached to the Graduate School of Education (GSE) since 2020. Relying on secondary disciplines such as Comparative Education, Higher Education, Curriculum and Instruction, and Vocational and Technical Education—particularly the secondary discipline of Higher Education—the Institute has entered a new stage of development. Leveraging the existing research forces in higher education discipline of GSE, the Institute primarily engages in theoretical and practical research on higher education, focusing on the development trends and rules of global higher education, macro-education management policies, and the reform and development of higher education institutions.


In terms of talent cultivation, relying on the doctoral and master’s program in the first-level discipline of Education, GSE has enrolled doctoral students for 6 classes and 23 master's students in the field of Higher Education. In terms of research achievements, the Institute has published high-level academic papers, released academic monographs, and submitted various policy recommendations. As for social services, the Institute actively supports national education decision-making and the development of education, providing consulting services for the revision of education laws, the introduction of major national education policies, the modernization of the education governance system and capacity, and higher education reform. In short, the Institution continuously offering intellectual support for China's higher education reform and development. It keeps holding “Professor Huimin Qin’s Scholar Workshop" to promote academic exchanges among teachers from different disciplines (education and linguistics), building platforms for mutual learning, research cooperation, and collaborative innovation, and strive to create a “refueling station” that continuously inspires teachers to improve their teaching and researching capabilities. In terms of academic exchanges, the Institute has participated in organizing various academic conferences and forums, generating significant academic and social influence, as reported by media outlets such as People's Daily and China Education Online. Additionally, the Institute has been involved in organizing events such as the "G20 Education Dialogue: Education, Technology and Quality Growth in the Digital Era," the parallel session of “2024 World Vocational and Technical Education Development Conference—Vocational Education as a Key Driver of Global Sustainable Development”, the Annual Conference of Foreign Language Teaching and Research Branch Council of China Association of Higher Education, and the preparation of the Annual Meeting of the China-Africa Consortium of Universities (CACU) Exchange Mechanism.


Facing the future, the Institute will closely align with the university's key tasks. Guided by the work philosophy of "focusing on top-level design, implementing planning goals, strengthening school-based research, and providing consulting services," it will further emancipate ideas, make scientific plans, enhance top-level design, prioritize talent cultivation, strengthen scientific research, emphasize social services, deepen international cooperation, and solidly promote the implementation of the "14th Five-Year Plan" goals of the university and GSE to comprehensively complete all tasks. In conjunction with the spirit of the National Master Plan for Building a Leading Country in Education, it will study and formulate the "15th Five-Year Plan".
